The Beidou satellite navigation system is a global satellite positioning and navigation system independently constructed and operated independently by China. According to reports, this year China plans to launch about 18 "Beidou No. 3" satellites, giving priority to countries and regions along the "Belt and Road". By the end of 2020, a global coverage system including 35 satellites will be built to provide positioning, navigation and other services to users around the world. At the same time, the network of “Beidou No.3†will effectively promote the development of emerging markets such as industry market, mass market, special market and smart city, and create opportunities for the industrialization and large-scale development of satellite navigation in China.
According to the alliance, the pilot work will first launch certification for core products such as new products, boards, modules, antennas, and receivers. Subsequently, according to the guidance of relevant departments, the certification work will be gradually expanded to the whole industry chain of supporting equipment, information systems and operation services. In this way, the Beidou satellite navigation industry's unified, high-quality products and service standards will be formed to promote the development of the entire industry chain. 
Zhang Yiqing, secretary-general of the Alliance, said that there are a lot of space for the Beidou navigation system to be cultivated and promoted in the fields of communication, railway, surveying and mapping. However, China has not yet established a relevant certification system and lacks an authoritative certification body, resulting in an incomplete Beidou standard system. Problems such as incomplete product development system and lag in industry application standards have become more apparent. Therefore, through the above work, the Beidou monitoring and certification system will be quickly and effectively built, which will clear the obstacles for the Beidou navigation system and the overall development of China's satellite navigation industry.
At present, China's satellite navigation industry has a good momentum of development. The 2018 China Satellite Navigation and Location Service Industry Development White Paper introduces that the Beidou satellite navigation system has been officially opened for five years and has been widely used in transportation, maritime, electric power, civil affairs, meteorology, fishery, surveying and mapping. More than 10 industrial fields such as municipal pipe network, and the promotion and application of various domestic Beidou terminal products have accumulated more than 40 million sets/sets. The total number of social users of terminal products using Beidou compatible chips, including smart phones, is close to 500 million units/ set. In 2017, the total output value of China's satellite navigation and location service industry has reached 255 billion yuan, an increase of 20.4% over 2016. Among them, the core output value of chips, devices, algorithms, software, navigation data and terminal equipment directly related to satellite navigation technology accounted for 35.4%, reaching 90.2 billion yuan, and the contribution rate to the core output value of the industry has reached 80. %. The industry expects that the industry growth rate in 2018 is still expected to remain above 20%, and the total industrial output value is expected to exceed the 300 billion yuan mark.

At present, the number of enterprises and institutions in the field of satellite navigation and location services in China has remained at around 14,000, of which the total number of satellite navigation and Beidou application-related listed companies (including the new three boards) has reached 58 (as of January 2018), the whole industry is employed. The number of personnel exceeds 500,000.
